It is a tribute to the hardiness of the Turkish people and the experience of Turkish agencies over the past few decades in dealing with civil emergencies (many of which were earthquakes), that lifeline damage was so well contained in the March 13, 1992, event. The severe winter weather contributed to the potential for adverse lifeline impacts. The loss of all three local hospitals and a significant part of the local medical community was extremely demoralizing.
