August, 17th 1999 TÜPRAŞ Refinery Fire: A Case Study in Crisis and Disaster Management

The refinery fire at Tüpraş İzmit Refinery in the aftermath of the august 17, 1999 earthquake in Kocaeli is the largest refinery fire in the history of turkey, and therefore is of special importance. The invaolvement of international response units in the disaster response makes it especially interesting from a crisis and disaster management point of view. case studies are a generally accepted research tool to increase our understanding of such low probability high consequence events, and to improve their management in the future. the aim of this paper is first summarize analytical knowledge about this fire incident, and then in the light of this knowledge to systematically identify lessons to be learned from crisis and disaster management. The implications of the identifies lessons learned on the four phases of disaster planning, i.e. mitigation, preparedness, response, and recovery are interpreted.
