This book summarises information on the Major Accident Reporting System in the period 1984 to 1993. The experiences with the current Directive, Directive number 82/501/EEC and amendments, is outlined, and the weaknesses in the definition of a Major Accident are pointed out. The accident notification procedure is explained. Statistical analyses of the accidents with regard to yearly number of accidents and response time in the notification system, accident type, installation type, substances involced, mode of operation and cuases are performed. Further, the number of accidents is related to the number of installations covered by article 5 of the Directive. The human and environmental consequences are analysed in more detail and the f-N, f-injury and f-economic loss curves are constructed. A propsed scale for assessment of accident severity is presented and evaluated. Finally the most important discussions and conclusions are summarised.
