Although much of the widespread damage to storage tanks was caused by earth settlement or tsunamic, a significant portion of this damage was the result of direct structural action of the tank and its contents. The cylindrical, flat0bottomed tanks that were nearly full sustained damage such as collapse, buckling of the roof or wall, or roof-column failure, whereas similar tanks that were partly filled were not damaged. A review of the theoretical analysis of these tanks shows that the earthquake generated forces can cause uplift of the tank edge, and this uplift increases the possibility of tank damage and subsequent loss of its contents. We recommend either that liquid-stirage tanks be desgined and constructed to resist realistic earthquake forces withour significant uplift, or that provisions be made to contain the contents of the tank after its collapse.
